Valid points, something to consider.. When we're non-tech however, it's sometimes challenging to find that right person to improve the specs. We're using different paths. Thanks for the advice.

Best you pay someone for an hour or two of their time to make the spec better. Then they can provide an estimate but estimates should come from your list of proposed vendors. I prefer to separate the initial spec portion from the work. The other quesiton is who is best to manage the programmers.
