I agree Mantis is great for technical teams.  Non-technical stakeholders don't seem to do well with it I've noticed.  Haven't been impressed with the open-source bug tracking tools for that reason.

Closest Open-sourced package I've found is The Bug Genie [ http://www.thebug...­ ].

Mantis is free and open source. Works well for tech-side but not so much business-side - if both will be using it. Rally is more for projects and not so much bug tracking. Trello is nice too but I still think that's more project-oriented, although I've used it for both.
