I use my phone as a hotspot and carry a iPad mini and a chromebook both wifi only that way I have only one data plan vs three. I use the mini for reading/mail /surf chromebook for keyboard centric tasks. I'm balanced between google docs and iOS worlds and this pairing works well.

They different tools for different situations. I've owned both and use my mini far more than my regular-sized ipad. Without knowing what you plan on using it for(desktop replacement, streaming movies, ebooks etc.) it's hard to say which size is right for you and which data plan is best.
However, I can tell you that if you travel with it, the cellular is a must-have at this point. I use my mini with the cell all the time - having the cell means you don't have to head to place with wifi (like Starbucks or some other retail place) when you have an important message to send out.
