For elance, I would review code until it was complete and acceptable.  I wouldn't release the payment until the code was where I wanted it.    

I think it's totally acceptable for them to have access to your github project.

Id recommend trying  2 to 3 devs/freelancers and pick the one that you can work with best. Often its the non-technical skills (responsiveness,  communication skills, willingness to learn new stuff and fix stuff they didn't get right etc) that trump pure technical skills.

That small upfront 2-3x cost upfront is totally worth it.
