It hard to get good talent anywhere right now,  there is a huge demand and the supply isn't even close to meeting it. Surprisingly this has not translated into huge salary increases (something is keeping them down).

Outsourcing, specially across timezones requires not only the programming talent but great project management skills. Most outsourcing failures I've witnessed were caused by lack of the latter.
