 Many providers will not want to do this kind of transaction because as soon as the app/infrastructure is receiving or swiping cards, that app/infrastructure is now being exposed to the PCI sensitive data being submitted by the customer and the provider doesn't want to deal with the liability. They'd rather manage this data directly with the customer on your behalf and then just submit results to you (eg - the transaction was a pass/fail, etc).
