how do you make out if people are a good fit? not everyone is that qualified...

Why not hire people who you feel are actually a good fit?

My mother once asked me a question that's been asked before by others. "What do you call a brain surgeon who graduated with a C?" Answer is a brain surgeon.

absolutely - almost everyone I know (I was an h1b once) have a masters degree. with an even distribution between getting one from the US vs abroad. I know several who were on h1b and had phd's.

Any large institution wants the best it can hire - why not hire people with advanced degrees?
