Free ? If you mean "free as in beer", no, it is not... if you distribute MySQL with your products you have to pay for it see http://www.mysql.com/about/legal/licensing/index.html

I don't have a first-hand experience with it but MariaDB could be an alternative : https://mariadb.com/kb/en/licensing-faq/#distributing-a-proprietary-application-with-the-mariadb-mysql-server
