Like I mentioned earlier, each exam has the same questions and answers. Just in a different order.

In college GPA scores are highly regarded. If a student could prove that they got a harder test than someone else in the class then they could find a school liable in regards to scoring of grade point averages. There is a reason that standardized tests are the norm.
Test scores, especially multiple choice exams and tests, are designed to level the playing field for every person in the room. If you start changing the questions for some the test is no longer standardized and therefore can open a huge can of worms for both teacher and school.
