I will be picking up 3lb marked queen Italian packages of bees in Georgia in April.  I will get 200 packages, of which 150 are already spoken for.  I am not sure about the cost yet but it will be around $80. (it will depend on the cost of the bees and the cost of fuel in April).
 
I would say that with 99% of bees you get, even if touted as being local, they started in the South, as the year obviously starts earlier.  I'm not sure where you are but I am less than an hour from Brooklyn and might even be able to meet you closer, especially if more than one package is at stake.
 
I have materials for complete hives, too, just let me know what you need and I can help you out.
