they're not picky until you get to the 59th st bridge and the verrazano.  59th st is easy to bypass with the normal walkway but there's no alternative at the verrazano.  last time i did it 2 years ago, i noticed they have big bouncer type guys in suits at these points stopping people.  i actually saw 5 uniformed nypd try to stop this one biker getting onto the verrazano and he did 6 - 7 crazy full on swerves on a fully loaded bike with bags to avoid capture.  nuts!  so if you get stopped at the verrazano, your only option is to turn around.  not a big deal, imo, just go back on surface streets.

unrelated, but since it's message the whole group day, wanted to ask if anyone is doing the 5 boro bike tour, and if anyone has done it before without a bib and how successful that was for them?  it sold out too fast for me, but i've heard that with 30K riders, no one is super picky about the bibs and stuff.

and if anyone else is doing it, we could perhaps have a mini-meetup?

My apologies, I missed including the age in my response.  I do believe
that a bell or horn and working brakes, however, are required,
regardless of age.
