advice on converting a midtown building alley-courtyard into a "rain garden"

Hi Permies - 

Anyone have any advice for my Coop Board which is hoping to convert the alley-courtyard between and behind our building into a rain garden?  The building is located in mid-town Manhattan.

We would love for there to be actual soil/grass underfoot, but we are also open to options like water-permeable cement with some planting boxes on top.  Apparently there is a city subsidy if you put in a "rain garden" with fancy drainage stuff capable of handling an inch of rain.  Really all we care about is that it can absorb some rain so we don't contribute as much to the storm runoff and that there is a nice garden-like space where people can sit and read a book in quiet or maybe even have a little hibachi grill.
