what open source solutions would you suggest for the following:
  1. i have 3 bonded T1s but suspect i'm paying unnecessarily for 2/3 of it.  i want to test LAN performance at 1 T1 before telling isp to cut 2/3 of it.  obviously i cant just unplug 2 of the T1s.  so what FLOSS solutions are there to tourniquet my bandwidth to test it at 1 T1?  simple LAN w/ ubuntu lucid on all systems, 1 server acting as router/dhcp/bind/fw/nfs/etc plugged into switch w/ isp router.
  2. how do i implement QoS on above LAN/network?  i use trixbox/asterisk based voip on centos server (but can move to ubuntu), so i want to give the voice packets priority.  or do whatever i need to in order to improve voice quality - i imagine that means give voice packets priority?  do i do something on the voip server, LAN server, the clients, or all of them?  what exactly do i do on them?  clients use either twinkle softphone or cisco 7960 ip phones.  isp is our sip provider.
