Actually, an SVN server would work quite well for that. I'm going to go with Keith on this one based on your last requirement. It bumps the complexity up *some*, although it actually simplifies it in a lot of ways. I know you don't need the source control, but it would allow for offline edits easy enough, then the inspector can check it in with their userid, while the customer's userid had R/O access via the webpage and a link. The link only works if you have access. As a side benefit, the customer would know if there had been any modifications to the inspection report, so you could upsell that as a feature. :)

i meant inspectors can do read/write but others (clients) just need read access. i cant do both w/o using links. & links is not secure. sorry for confusion.
