¯\_(ツ)_/¯ What exactly are you 'enhancing'? Use tineye to find a
higher res version of it. If it's vector art you can use several
filters in virtualdub or avisynth like warpsharp, xsharpen or MSU
cartoon filter. Maybe inkscape can also turn it into smooth shapes if
it's grainy. If it's photography, you're out of luck unless you're
really good at sampling from other pictures. Resize and sharpen will
only accent the blockiness.
