Sausalito waterfront, sunrise thru the Bay Bridge and over Alcatraz.
Marin Headlands, sunrise thru the Golden Gate bridge and over SF
Pier 7 in SF, sunrise thru the Bay Bridge.
Foster City and Redwood Shores shoreline, sunrise over the bay and over 
the Dunbarton Bridge

Except for the Marin Headlands there aren't many good sunrise vistas on 
the coast.  There *may* be some decent sunrises in teh winter from the 
Aptos/Capitola area where the ocean is due south and you have sunrise to 
the east over a bit of ocean.  However, fog is a major problem on the 
coast. 

You can also see sunrise over Monterey bay from Pacific Grove - e.g. 
from Lover's Point, again modulo fog.
