Hi,
12 x 16 is more common, so if you want 12 x 18 you would have to go larger and cut your own mat, which is what I do.  For what you pay to have a mats cut and if you do it a lot you will be better off.  I am a professional black and white photographer and my prints are of different sizes a lot so cutting my own is best and I do all of the framing. 
And even if you are not a professional you want archival mats.
I do purchase my frames primarily at Aaron Brothers during their sales and get coupons on line. 
And BTW, Aaron Brothers and MIchaels are the same company.

Here's what I found:

1) Nobody seems to have matted frames with a 12"x18" hole.
2) Michael's and Cheap Pete's offer custom cut mats for less than
Aaron Brothers. I think Michael's was cheaper.
3) Aaron Brothers has the 'buy a frame, get the 2nd for 1-cent'
promotion going on until Jan 24th.

I might stick with the $15 Ikea frames, and for some photos that can't
be cropped I may go in for a couple of frames from Aaron Brothers,
along with custom cut mats from Michael's.

Btw, I'm nothing more than an amateur, so I don't need great quality
frames/mats or anything.
I was looking for something to put up on my walls, and thought putting
up my own pictures would make for an interesting conversation piece
rather than putting up random paintings/posters.
