in response to the question posed tonight - adding borders in photoshop so you don't have to pay for the effect or walk down to wolf camera.

quick and easy answer:
Open your image
type Ctrl-A for Select All
set the foreground color for the color you want your outline to be.
Go to Edit, Stroke... set the width to the number of pixels you want for your outline, and choose inside.
Hit ok.
That's it!
