I've never actually used "Flood" for anything (but I recognize it when its been used by others), but it has lots of controls, a "Random" button that comes up with interesting combinations, and it's just a lot of fun to play with! If you use it on a scene where you want a person in the water in the foreground, you need to apply Flood to two identical layers in Photoshop, with the "horizon" control set lower on one. Then mask the layer with the lower horizon everywhere but in front of the person.
