The line above essentially summarizes the case for most CMS systems.You will essentially hire someone to develop the "template", or look, of the site and get what features you want up and running.  .From there adding/editing content should be easy.  Adding features,etc. can be done by you though it often is best to consult with someone knowledgeble about the CMS you chose before you add too many features on your own as things can conflict with one another.
