Members of the Criminal Justice Committee,
Thank you for considering SB 285/286 for review this week. My organization, Puppy Mill Awareness of SE Michigan, has been tracking the seizure by Michigan law enforcement officials of animals from large-scale cruelty cases since 2005. We are deeply concerned that many of the repeat offenders of the state’s pet shop law, as well as those who neglect large numbers of animals in breeding facilities, receive little or no meaningful punishment. Sentencing usually includes a two year probation and some are still allowed to have animals. The cost to the counties in these cases sometimes reaches over $30,000.
Attached is a log of large-scale seizures by law enforcement officials of animals in pet stores and breeding facilities in Michigan, which demonstrates that this is an ongoing concern for our state.
Please approve SB 285/286 to ensure that neglectful dog breeders and pet stores are defined in our state’s animal cruelty statute and large-scale offenders receive stiffer penalties.
