Google Groups is a great option if set up right. You can create summaries of threads and people comment on threads separately, so the group can choose to follow threads or not. The Lean Startup groups in major cities use this method.

It’s not very active, but it has 191 members. The title of the group suggests more web-related job postings than general graphic design or other non-web roles, but it might still be a good platform.
