Retired Deputy Chief of Police for L.A.P.D, Steven Downing now of Law Enforcement Against Prohibition (L.E.A.P.) will be joining us!
Stephen Downing began his twenty-year police career in a squad car and finished as a deputy chief of police. As Commander of the Bureau of Special Investigations at one point, the Administrative Narcotics Division was one of the divisions within his scope of authority. His vast experience in law enforcement has led him to the conclusion that the War on Drugs can never be worth the human and fiscal costs.
During his final years with the LAPD he was a Deputy Chief in the Bureau of Special Investigations, where he supervised city-wide narcotic, vice and criminal intelligence functions. He was also a Deputy Chief in the Personnel and Training Bureau, where he oversaw operations involving the Police Training Academy, recruitment, personnel management and affirmative action and chaired the Department Shooting Review Board.
After twenty years in law enforcement witnessing the futility of our current drug laws, Stephen has concluded that this approach just isn't working. He explains, "We need an exit strategy to the War on Drugs. We keep trying to to stop addicts from shooting up or potheads from taking a toke by building more and more prisons to stuff with people, while human and fiscal costs skyrocket. We need a new approach."

Dear Fellow Law Enforcers,
"The federal government has put up another $72 million in "war-on-drugs-grants" to redirect your police resources once again from true public safety duties in order to extend their failed war on drugs; this time with a savage assault on California's 15-year-old medical marijuana law. Are you going to take the money and enforce federal law in lieu of upholding the will of the people of California or are you going to honor your sworn oath to uphold the laws of our sovereign state and send the money back?"... LA Oath Keepers currently meets every 3rd Wednesday at Marina City Club. Regular meetings are held in the City Cafe in the Center Tower. Special Events are held just above the yacht club in the West Tower.

1. Tell guard in gate (highlighted in orange) that you're here for the Oath Keepers meeting.
2. Drive the route highlighted in yellow to visitor parking.
3. Walk back the path you just drove to the lobby and take the elevator (highlighted in pink) to the 2nd floor.
4. Exit elevator and bare 45° RIGHT to single door next to the sign labeled "City Cafe" (highlighted in blue).
TO TOPSIDE ROOM (Special Events):
1. Park same as above
2. Instead of CENTER tower, proceed to WEST tower, south side.
3. Look for Oath Keeper signs and signs indicated Yacht Club/Topside Room.
4. It is located at WEST TOWER, South side, Level G-3, Ballroom.
