Given that the earth has natural climate cycles, the issue shouldn't be whether the Earth is warming or not. It's whether humans are making it warmer (or colder for that matter) than it *otherwise would be*  and depending on your views it might be a policy concern because there *are* collective action issues involved in it (no single entity owns the atmosphere, therefore there isn't much incentive to take care of it - and owning the atmosphere wouldn't even necessarily be the answer. Air has no economic scarcity so privatizing it would be nonsensical).

I'm pretty sure there's evidence that humans *do* indeed contribute to making the earth warmer. Thing is, is it enough to throw ecosystems out of wack? That's hard to determine, and it varies from ecosystem to ecosystem...and the ecosystem of Earth as a whole is different from any particular ecosystem within it.
