David, I guess your point is that not all the less than rich people 
turned in their gold. That is quite likely.
The main point of my reply is that gold was actually confiscated 
under this tyrannical law. Everyone who had gold certificates could 
no longer redeem them in gold. They were as worthless as Federal 
Reserve Notes, although they could trade them in for silver 
certificates or silver dollars yet at the time the silver in a silver 
dollar was worth about 50 cents.
