php really slow from command line ?

I'm hoping someone may have an answer to my problem.  This just started
today.  Suddenly, php is super slow from the command line, even though the
server is fine, light load, no problems, php web pages load just fine. 
The script can be as ridiculously simple as echo "hello world" - yet it
takes up to 40 seconds to run.  ie:
date;php h.php;date

The server is a rackspace cloud centos 6.  Up until now, it was running
fine.  The big difference with this server is there's php - imap 
installed and a cron job checking an email box every minute.  Other
servers with the same set up are running from the command line just fine.

I'm totally stumped, I've never seen anything like this!  Any ideas are
