Why separate files vs. a single file? I guess I could see if you had  TON of changes in it it could get unwieldy ... but at the same time you could use diff and svn comments to see new additions ...

Separate files, well named.  You should have a date, or some counting system, in the name.  You want to be able to replay the changes from just about any point with relative ease.

On top of that, build a script to do the actual syncing using those files.  Replaying/applying a significant number of changes by hand is error prone, to say the least.
