I second Ben. In fact, I'll probably do wsgiref, or even cgilib. They're old, but they're the foundations.

Agreed on Django / Pyramid. Really, I'd do a bare WebOb or Werkzeug webapp, Flask/Bottle already are adding more layers than beginners will have time for.
