RLC of California Resolutions on Federal Reserve and Firearms

The Republican Liberty Caucus of California passes resolutions in support of 
House HR 1207 and California AB 357,

The Republican Liberty Caucus of California Supports HR 1207
(Federal Reserve Transparency Act)

Whereas, we, as Members of the Republican Liberty Caucus of California applaud 
transparency and accountability in government and reject government secrecy 
involving monetary policy that impacts the entire economy; and 
 
Whereas, serious discussions of proposals to oversee and audit the Federal 
Reserve are long overdue; and

Whereas, President Barack Obama campaigned and was elected on a platform 
calling for increased government transparency and accountability, and also 
calling for the elimination of wasteful government programs; and

Whereas, the Federal Reserve can enter into agreements with foreign 
governments and foreign central banks and the United States Congress is 
prohibited from overseeing these agreements; and 

Whereas, we, as Members of the Republican Liberty Caucus of California, 
believe agreements made by the Federal Reserve with foreign powers and foreign 
banking institutions should be subject to Congressional oversight; and 

Whereas, the United States Constitution, gives the United States Congress the 
authority to coin Money and regulate the value thereof and does not give 
Congress the authority to delegate control over monetary policy to a central 
bank; and 

Whereas, auditing the Federal Reserve will allow Congress to assert its 
constitutional authority over monetary policy and help to protect the value of 
the United States dollar from inflation;

 
Therefore, BE IT RESOLVED, that we, the Members of the Republican Liberty 
Caucus of California, in defense of the United States Constitution, STRONGLY 
URGE the representatives of the 111th United States Congress to support the 
Federal Reserve Transparency Act of 2009.

(Making California A Right To Carry State)

Whereas, the Republican Liberty Caucus of California stands beside our 
founding fathers in recognizing our natural born right to bear arms as free 
men on free soil, as affirmed in the Second Amendment of the Constitution of 
the United States of America:

"A well regulated Militia, being necessary to the security of a free state, 
the right of the people to keep and bear Arms, shall not be infringed;" and

Whereas, the Republican Liberty Caucus of California applauds the 2008 
majority decision of the United States Supreme Court, in the case, District of 
Columbia vs. Heller, in which the Supreme Court recognized that the 
Constitutional right to keep and bear arms is indeed an individual right; and
 
Whereas, California State Assembly Bill AB 357 (amending Section 12050 of the 
Penal Code) will harmonize state law with the Second Amendment by affirming 
the individual Constitutional right to bear arms and making California a right 
to carry state; and

Whereas, even after AB 357 is passed, county sheriffs will still be able to 
deny concealed carry permits to people of poor moral character;

Therefore, Be It Resolved, that the Republican Liberty Caucus of California, 
in defense of the Second Amendment, calls on all California State Assembly 
Members to sponsor and pass AB 357, thereby harmonizing state law with the 
principles of the Second Amendment.

Further, Be It Resolved, that the Republican Liberty Caucus of California, if 
the California Assembly does not pass AB 357, will support the use of the 
initiative process to present AB 357 directly to California voters.
