    I'm going to agree with Jack here, and say not necessarily. I think part of the gut reaction here is that the word "judge" has such negative connotations (We are told not to judge people, ever, and especially not based on there appearance) . However, if we replace the word "judge" with "evaluate" (which is nearly synonymous here, but missing the negative connotations) it is easier to see that there are situations in which it is appropriate to evaluate people, in part, on how they look. A person's appearance can (to a degree) indicate how well they take care of themself.
