    Paul, Hi! I am new to this group. Not sure if this is the right forum, but I'll put it out there anyway.
    I am right now on the start of an exciting initiative (a software competition for a $3M award) for the Veterans Health Administration. Given my past steeped experience, I have what the VA seeks. How might I approach such confidential matters related to my IP for this software. I am currently seeking capital investors and developers (front-end, database, and business logic to connect it all). I'm thinking I will need to be creative in my approach since the dollars market is very cautious. Since I am the sole owner at this point, I can do a "work-in-kind" for equity exchange. I've been in business for 17 years and have a very broad-base set of skills.
