Please read this entire e-mail message carefully.
Early yesterday, I sent out a message saying that I would be keeping a close watch on the evolving weather situation. Changes in the forecast since then have trended toward Providence experiencing temperatures several degrees warmer than expected, not colder, completely eliminating any possibility of icing. In fact, it is currently 36F at Providence and will be rising into the low 40s by midnight.
Although I am going to proceed with tonight's sushi meetup as originally scheduled, do not take this weather situation lightly. To the north and west of Providence, very bad weather conditions may be expected: central and western Massachusetts, including Worcester, are under an ice storm warning; the Boston suburbs along and to the north of the Mass Pike, including Framingham and Lowell, are under a winter weather advisory; southern New Hampshire and Vermont are under a winter storm warning. If you are traveling from these areas and are planning to return tonight or tomorrow, you should consider your plans carefully.
Even in Providence, between 2 and 4 inches of rain, and possibly as much as 5 inches, is forecast before ending sometime in the early afternoon tomorrow (Friday). Because of the timing, I would not expect problems for the sushi meetup tonight, but there may be local flooding or locally impassable roads. Exercise due caution, especially if your car is not completely reliable.

As a final note, although recent construction has resulted in changes to I-95 in Providence, this will not affect access to Exit 21 in order to get _to_ the Phoenix Dragon. However, leaving the restaurant after the meetup may require changes by those intending to head southbound on I-95, since the entrance ramp from Service Road No. 7 near Broad Street has recently been permanently closed.
We will most likely be going for dessert afterwards to Gregg's on North Main Street in Providence, which requires entering I-95 northbound and is therefore not affected by construction.
If you need to enter I-95 southbound from the Phoenix Dragon and will be using I-95 toward points farther south than Exit 16 (RI-10), then I recommend that you take Broadway away from downtown, turning right at the light onto Tobey St, at the end of which there is an entrance ramp for RI-10 southbound. You can then use RI-10 to rejoin I-95.
If you need to enter I-95 southbound from the Phoenix Dragon and will be using I-95 toward points before Exit 16, then my recommended approach is that you take Broadway toward downtown, crossing over I-95, and bend left down Fountain St toward Kennedy Plaza. At Dorrance St, turn left again to head toward the Providence Place Mall, and then turn left again at Memorial Drive. Stay toward the center lane for the entrance ramp onto I-95 southbound.
