Government Gets It: GCPEDIA, the Government of Canada and Web 2.0

Engineering change within any large organization is a major challenge that takes time, energy and careful planning. For the Government of Canada, this is not just a challenge, it is a monumental undertaking.

With a risk-averse culture, over 250,000 employees, and requirements to operate in both official languages in more than 100 departments and agencies across the country, one would think that it would take years to bring "Web 2.0" into government.

Jeff Braybrook is the person whose job is to confront these challenges, and the speed with which he is bringing social media into government will surprise you. Jeff is the Deputy Chief Technology Officer of the Government of Canada, and he is the driving force behind a host of Web 2.0 and social media initiatives rolling out across government. Most notable among these is GCPEDIA, a government-wide wiki that is currently up and running across government. Jeff also has a vision for where government needs to move in the development of new projects, and is leading a series of pilot efforts to rapidly roll these out.

Please join us on February 2nd when we have a discussion with Jeff around the challenges with introducing change into large organizations, the particular experiences with the development and implementation of GCPEDIA, and a discussion of where government needs to go next in its use of these new tools.

    Quick 2 part question -- Do I move from the waiting list to the yes list, automatically? If not, how do I do it?

    I'm on the waiting list for the Government Gets It event. Yesterday and today, I received an email telling me a spot "just opened up." I'm here, now, trying to get on yes list, but don't know how. duh.

    Unsurprisingly the event was packed - people knew it 3 weeks leading up to the event, having to RSVP via the MeetUp site. GCPEDIA has been gathering lots of steam and interest, and Ican divulge that I have been working closely with the implementing group on the technical, IM, training and engagement of the project. It’s always interesting hearing the higher ups on projects you work on; it helps put your project into perspective, and when you’re as immersed into technology as I am, it can be hard to peak your head below the clouds and try to see how it’s seen from the ground. To his credit, like most good executives I’ve met in government, Jeff is very good at this; succinctly explaining complex projects simply, communicating priorities and direction, and channeling and focusing the message on the key message and key points.     It would have been good to get a really clear, general overview at the beginning as to what GCPedia is. As a government outsider, I still did not have a very clear idea as to the purpose, although it sounds intriguing. I'm not sure if it would have been allowed, but a PPT presentation showing a few slides would have been helpful to see exactly what it does/how it looks.

    Glad to see that it's been so successful. Would have liked to hear more about the daily use of it, i.e. what has it replaced (e.g. traditional intranet), what has it added, what types of tasks are people using it for, besides policy formulation. Would be interested in seeing what's next, i.e. their "social networking" efforts. Should look to Innovapost's One Degree application.

    It looks like the Gov is at least experimenting with doing things in a move efficient and effective way. If the lawyers don't stifle it, it could help.

    I was very surprised and pleased to hear the level of buy-in and the speed that a cross departmental communication system like this has achieved. Jeff talk about the realities of the funding that this program needs similarly to that of basic office needs by each department and not from TB. That of course will become the speed bum along with the paranoia of open communications between & within departments. Jeff’s response to this issue indicated fear from middle mangers that their special position in the pecking order could be erroded was a significant barrier to the full utilization of the program. As an external consultant with fifty federal government departments, who has participated in the government’s procurement system for the last twenty year, I truly enjoyed his humorous reference to the open and transparent bidding system. Invite him back in two years to see if the initiative succeeded or the barriers tied it up into hundreds of non open systems.

    The social aspect of this is great but I was disappointed with the topic and they way it played out. I was hoping for something more fruitful considering I am planning on writing a thesis on social media and the government.

    Thanks for the opportunity to hear about what the Government's plans are for implementing social media at work. I appreciated hearing his practical and encouraging comments about being ahead of the pack in social technology in Government; sometimes it doesn't feel like it. GCpedia gives us something practical we can be proud of.
