I just moved to Raleigh a couple of weeks ago. And to my horror, I'm living right next door to a chained dog!!! What are the laws in Wake County regarding this? Other than trying to reason with the people next door, what can I do? Can I report this to someone if the dog appears in good health? The dog is not obviously neglected-he has a large dog house, looks well-fed, I havent been in the yard or close enough to see if he has access to water on a regular basis. It just breaks my heart to see him on that chain
