Is the dog being constantly chained, with never any time off the chain?

Hello all,

Lori, that is wonderful news!! I'd love to see the day when NO PLACE tolerates this type of abuse & neglect. This brings me to the point of my email...

I just moved to Raleigh a couple of weeks ago. And to my horror, I'm living right next door to a chained dog!!! What are the laws in Wake County regarding this? Other than trying to reason with the people next door, what can I do? Can I report this to someone if the dog appears in good health? The dog is not obviously neglected-he has a large dog house, looks well-fed, I havent been in the yard or close enough to see if he has access to water on a regular basis. It just breaks my heart to see him on that chain
