Here is some of the official blurb about this event:
"Come and enjoy a distinctive evening of fun, friendship and tradition at the 69th Annual BC Army Gala."
This is a formal event; that's right, dinner jacket/black tie ('tuxedo') or tailcoat is acceptable for gents, and long gowns for the ladies.
I contacted Alexis Davy of Atomic Radio to get some details about this event. I will quote her below:
"Thank you for the interest in the BC Army Gala! It is a pricier event, but it is an event that has been taking place since the 1940's as a means to fund-raise for various military-related charities. As we all know, there is definitely government assistance for the military and their families but not always in times of need. It should be a spectacular event! To answer your question on what will take place... There will be speeches and toasts, multiple military bands (Pipes & Drums), a cash bar (plus a full dinner with dessert), plus Atomic Radio will be doing a dance demonstration in between dinner courses and our close friend DJ José will be DJ'ing the event once the dancing starts after dinner. The music will reflect the "vintage-air" of the event so all dancing will be possible (swing, foxtrot, waltz etc.). José is wonderful and open to requests, within reason at a formal event!
Since it is a formal event, and the military takes formal rather seriously, I wouldn't recommend the usual "Vancouver-version" of formal. That means black tie for the gentlemen and long dresses for the ladies; gentlemen are welcome to wear tails if they are so inclined!
There will definitely be people of note in attendance, including military personnel in full dress uniforms. While it is a military event, the event is also geared towards civilians and friends of the military (police, fire, ambulance etc.) to come out and enjoy an evening in support of all that the military has done and continues to do for Canadians."

"The Annual Garrison Military Ball is sponsored by the Commander of 39 Canadian Brigade Group. The Ball is open to all members of the Canadian Forces and their guests, both Regular and Reserve. In addition, the Garrison Military Ball welcomes the attendance of officers and Senior NCO's from foreign armed forces, the diplomatic corps, the police services and civilian ladies and gentlemen.
The Military Ball originated in 1946 as a victory celebration to mark the end of World War II and has continued, uninterrupted, since. It began as a brainchild of the officers of the Vancouver Garrison to relive the euphoria of the time and to celebrate the return to families and friends. Much had changed during the six year period that Canada had been to war and many returning military personnel had not seen their spouses and children during that time. Some discovered, much to their amazement, that their daughters, who were ten years old in September 1939, didn't resemble the young ladies who answered the door in 1945. The experience was profound, so much so that it was decided to include the daughters in the Military Ball as debutantes, not for the purpose of introducing them society as in the 19th century Victorian custom but actually to introduce them to their fathers. The presentation of debutantes ended with the 2006 Ball.
Entertainment ranges in style from light dinner music to a musical show featuring regimental marches, the highland bagpipes and dancing into the wee hours.
