General Minimum Requirements

- Excellent physical condition

- Possession of a valid automobile driving license and ability to
drive using manual transmission

- Ability to cope with physical hardship and willingness to work extra
hours and in an environment with limited infrastructure

Field of Expertise Requirements The general minimum requirements for
working in this field of expertise are:

- University education in political sciences, international relations,
public policy, law, international human rights law or other human
rights related fields

- Experience working with human rights, minority or gender issues

- Demonstrable organizational, analytical, communication and
interpersonal skills

- Experience in drafting reports

Level of Professional Competence Requirements Furthermore, this level
of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements Additionally, this particular post has
specific requirements:


- Minimum 2 years international field experience in human rights,
including specific experience with anti-trafficking, gender or
children?s issues

- Familiarity with European Convention on Human Rights, Convention on
the Elimination of all Forms of Discrimination against Women (CEDAW),
UN Protocol to Prevent, Suppress and Punish Trafficking in Persons,
especially Women and Children, and with Council of Europe Convention
on Action against Trafficking in Human Beings

- Experience in project design, implementation, monitoring and evaluation

- Strong analytical, problem solving, advocacy, diplomacy, and
mediation/facilitati­on skills

- Professional fluency in the English language

- Working knowledge of either Romanian or Russian languages

- Demonstrated ability and willingness to work both as a member of a
team and to lead a small team with people of different cultural,
religious, and linguistic backgrounds, different genders, and diverse
political and social views, while maintaining impartiality,
objectivity, and civility

- Cultural sensitivity and judgment

- Flexibility, adaptability, and ability to work under pressure

- Ability to operate Windows applications, including word processing and e-mail


- Knowledge of the regional political and social situation as well as
the legal system of the Mission area

- Experience participating in press and public events, including media
launches and press interviews

Tasks and Responsibilities

Under the direct supervision of the Head of Mission, the
Anti-Trafficking and Gender Officer:

1. Serves as the Programme Manager of the Mission's Anti-Trafficking
and Gender Programme;

2. Serves as the Mission's senior adviser and representative on
preventing and combating trafficking in human beings, domestic
violence, and on promoting gender equality and women's rights;

3. Serves as the Mission's Anti-Trafficking Focal Point and Gender Focal Point;

4. Liaises with all relevant counterparts in the Secretariat, OSCE
institutions, and other international partners as required;

5. Leads and facilitates technical and donor co-ordination efforts
within the anti-trafficking and gender communities throughout Moldova;

6. Conducts or supports activities to promote and protect European and
international human rights standards relevant to combating trafficking
in human beings, gender based violence, promote gender equality,
women's and children's rights, and victim's rights;

7. Seeks to raise and develop the capacity of civil society and
government counterparts with anti-trafficking and gender mandates to
enhance the promotion and protection of European and international
human rights;

8. Monitors the situation in the country vis-?-vis trafficking in
human beings, gender based violence, gender equality, and all forms of
gender discrimination; as well as offers advice and recommendations to
relevant actors and governmental institutions to promote and extend
European and international human rights standards;

9. Performs other tasks as assigned or required.
