I have found good copywriters with heads for marketing. It's the SEO part that always throws in a wrench. They are more partners in that process than owners of it.
However, every writer I've ever worked with quoted on a project basis, not per word or hour. The more prepared I (or my client) was, the less the project would cost.
My go-to writers use a base of $25 to $35 an hour then we rough out how much content it's going to be. We agree on a project scope and a quote total and generally stick to that. I rarely engage a writer for less than 10 hours of work. We usually spend several hours talking and planning before anything is written and I always compensate for that time.
I never ask them to enter content into the site. But that might be a control freaky issue on my part.

Could you please clarify something in your reply - Are you suggesting I would need 3 different people to develop copy that is SEO with a marketing bent copy for a website?? Can anybody (copywriters) walk and chew gum at the same time anymore? Whew.
It's hard to believe as I know if that were my field I would certainly cross train myself in ALL of the relevant areas.

1. Copywriters themselves are not expensive, not too much. Assuming you want someone you can *meet* in person, you should be looking at $25 per hour more or less. But they won't necessarily have the 2. SEO experience which deals with *placement* in Google search results, and then the 3. *marketing* experience which causes the reader to buy something. That's three different animals really.
