    This meeting is one of our series on the Drivers and Blockages of evidenced Based Public Policy. Canadian governments and publicly funded researchers produce huge amounts of data that hold enormous potential for additional discovery and innovation. These data have virtually unlimited potential to be re-used in innovative ways – by researchers, industry, policy makers, and civil society Meet with the Executive Director of Research Data Canada - Mark Leggott and actively participate in various aspects of improving the management of research data in Canada.

    Public Sector Data: The Drivers and Blockages of Evidenced Based Policy Making Since the early 2000, some governments of the G20 like the UK, Australia and USA took the front seat of increasing Government Effectiveness through rigorous evidence about ‘What Works; ‘What Does Not Work’ and Why? The intention is to minimize ideological led-based decision making for policy makers and check the influences of political exigencies in deciding the wellbeing of citizens. For example, a UK Government white paper published in 1999 ("Modernising Government") noted that Government must "produce policies that really deal with problems, that are forward-looking and shaped by evidence rather than a response to short-term pressures; that tackle causes not symptoms. Despite the intrinsic challenges of this idea it has gained lots of attention in government circles and non-for-profit organizations far beyond its academic discuss. Evidenced based policy can now inform the way governments invest in science and health, education, social and mental disabilities, youth development and lots more. In response to the need for evidenced based policy making Canada enacted some recent (http://www.pco-bcp.gc.ca/index.asp?lang=eng&page=innovation) initiatives (https://www.ontario.ca/page/behavioural-insights-pilot-project-license-plate-sticker-renewal) in 2015, notwithstanding, we lag behind other countries in producing and using evidence to improve policy-making. Government and NGO commitments to enhance evidence in policy decision needs lots of contributions from our communities especially the big data community of knowledge. iRadar Canada is running series of discussions and debates to identify the drivers and blockages of evidenced based policy in the public sector starting here in Ottawa. As much as we need effectiveness and efficiency in governance, it is important to note that the route to achieving these could be more difficult if a robust engagement of talented communities is missing. In our next meeting we shall be talking about ‘where is the City of Ottawa in the use of data for evidenced decision making'?
