I have done home checks for rescues that are not local and have not approved of all potential adopters.  If a home check was not done, animals could suffer. I have stories to tell!
I totally believe that fosters, as well as rescues who have animals on site, must be home checked periodically.  Volunteers can be used for this.  It's bad enough that most hoarders are guilty of bad conditions, but to have fosters and rescues guilty of deplorable conditions is unacceptable.  Not having enough staff is just an excuse.  Volunteers can be found and trained on what to look for.  Please see the below.
