Two proposals for enormous new welfare programs are gaining momentum on the left: universal basic income and a jobs guarantee program." While there are some positive aspects to these ideas, they also have big drawbacks. In this talk, Prof. Dorfman will highlight both the benefits of these proposals (potential cost savings and consolidation of existing overlapping programs) and the problems.
The biggest question about universal basic income is whether it can really replace existing welfare programs or will simply become an add on to the existing welfare ecosystem. With a jobs guarantee program the questions surround the issue of first finding enough jobs for people who want them and then management problem of what happens to job shirkers.
By exploring both sides of these proposals, libertarians can be better prepared to debate these proposals likely to be much discussed during the 2018 and 2020 election campaigns.
