I literally just got a starter deck and a few packs yesterday. Would it be in poor taste to "compete", having never actually played before just for the promo card? Also, would there be any chance of friendly games going on outside of the tournament after I inevitably lose the first round?

All skill levels compete in the tournaments, so come along and learn. If you show up early there's likely someone willing to show you the ropes (pretty sure the shop opens at 11). The first few rounds of the tournament are normally qualifiers anyhow, so even if you don't fare well, you'll get to play at least 3-4 games and then have the chance for casual games if folks stick around.

Which Rainbow Dash card will 2nd - 4th place get? "Rainbow Dash, to the Recue"?

Yes, it is RD: To the Rescue. Also, 1st place will no longer be getting NMM, as they are out. I don't know yet what will be replacing it.
