A LOT of it was just about politics. Different places around the country have different climates, terrains, population and so on. A variety of these are needed. Other than that it is mostly politics.
I noticed at AUVSI for the past two years a lot of the states have had 20'x20'+ booths spending huge money to get these sites in their states. A lot of money was spent trying to get approval.

Group in AZ takes matters in their own hands and establishes a non profit to get testing into AZ. On 160 acres they are hoping to draw smaller companies with smaller UAS and smaller budgets. Brilliant!­

The AZ location is pushing hard. I received an unsolicited e-mail from them at my business e-mail address. Not sure how they got it but it does relate.
It came with detailed PDF about their facility.
