I agree she looks more than 6 lbs.

Along with what Cheri was saying, you don't always know 'the whole story'. I think many of us have heard or experienced the same thing with adopting a dog from a rescue or a shelter as well, so I (personally) wouldn't let that deter me from a private home. Not that it is my first choice of choosing a dog though. If interested in Minnie (or any dog), do as much "investigating" you can. And Like Cheri said, if it is possible bring your own dogs or cats, ask about vet records, dog's behavior, their routine, training etc. Ask lots of questions basically.

I got them this time!  She looks bigger than 6 lbs!  But she's a pretty red girl.

Local Dog Trainer Sheri Frizzell has an awesome potty training course and can potty train even the most difficult dog if you follow through, so that wouldn't be a problem.  Many doxie owners think doxies are hard to potty train, but you just have to be consistent.  (They have to potty train YOU to take them out at regular intervals and make sure they go when they're outside!  If you get lazy, they pee on your floor to remind you not to be lazy. ;)

Like Tascha said, I've seen it work out great for some people to take another dog directly from an owner.  They find a wonderful dog that wasn't loved or appreciated enough.  Mom got Snoopy and Grizzly directly from another owner that was getting ready to dump them in a shelter.  (Hubby didn't want the dogs anymore b/c he wanted hunting dogs.)  She'll tell you it was one of the best things she's ever done....

But I've also seen it turn out negatively, where the previous owner didn't tell the whole story, and then someone was left with a dog that wasn't working for their home (such as chasing their cats, fighting with their other dog (quite viciously), or nipping at children) and they didn't know what to do b/c they couldn't find a rescue to take the dog for them.  THEY were left with the decision to "dump" the dog in the shelter b/c they felt they had no other choice....

I would definitely go meet the dog and the owner at their home, ask lots and lots of questions, and take your dogs along to meet Minnie if you're thinking about it.  It's so hard when you see little Minnie and think about how she probably isn't getting much time or attention and deserves so much more...  :(
