Looks like Dallas ordinance says you can have a rooster if you're showing it at the state fair or other approved show.­

Has anyone tried keeping a roo in Dallas based on this allowance?

I would interpret the "being exhibited" language as permitting a rooster during the State Fair, but not at other times. Otherwise, it would be quite a large loophole! You could simply tell Animal Control that you're planning to enter your roosters in the State Fair next year.....

Having had legal experience with the Dallas administration, sorry, that is definitely not a loophole - if you are found out, you will get busted. You cannot possess a roo unless under 3 exceptions - transport for processing, exhibition (Fair), or research or educational purposes on a temporary basis. That leaves 2 choices - keep him in the "closet" and chance it, or start a petition to the city council. In Ft. Worth, you can keep either one or two roosters.
