How long a grace period should be allowed for people arriving late to a hike/ride?

Some people feel there should be no grace period for people arriving late to a hike or ride. Others would like 5, 10 or even 15 minutes before starting the hike/ride in order to chat with those who arrived first while giving others a chance to join too if they arrive a bit late. What do you think? I can change the grace period from the current 15 minutes to something shorter, or leave it as it is.
