For those who've called NYS lawmakers before to support A3431D, the proposed devocalization ban, thank you. Here's why your voice is needed again, joined by many more.

A key committee is voting on A3431D on Tuesday--and lobbies that profit from devocalization are exerting pressure to kill it or change the language so it allows and legitimizes the very act of cruelty it was intended to prohibit. Every humane voice is essential to counter them.

If the commitee passes A3431D as we hope, the support of the Assembly Speaker and your own Assemblymember will be needed to ensure it becomes an enforceable law.

Cutting a dog's or cat's vocal cords just to have a "quiet" pet, known as devocalization, is so patently cruel--even when performed by a veterinarian--it's illegal in many countries and since 2010 in Massachusetts. It's high time for New York State to step up.

Devocalized animals face horrible risks without any benefit, not even a secure home. The "lucky" ones struggle to breathe, and cough and gag persistently, the rest of their lives. Others die horribly when they choke on food or inhale vomit into their lungs.

-Let your own Assemblymember know you're one of his/her constituents.
-If you get voicemail, call till you can speak with an aide. Don't give up!
-Be brief and polite; don't argue with aides.

Assemblymember Joe Lentol at 518-455-4477. He chairs the committee voting on A3431D.

Assembly Speaker Sheldon Silver at 518-455-3791. His support is essential to bring A3431D to the floor for a vote by the full Assembly.

Your Own NYS Assemblymember, whose vote for this humane law on the floor is also essential.

What to Say: “I’d like Speaker Silver/the Assemblymember to ensure A3431D, prohibiting devocalization, becomes law this session as written. An enforceable law is very important to me. I'll be following it!”


Call the office of NYS Senator Lee Zeldin at 518-455-3570. Politely ask that he match his Senate Bill 6167B to A3431D promptly—but not amend beyond it.

Here's why: The bills must be the same or neither can become law. A3431D is as lean as it can be and still protect animals; further amendments would hurt them instead. S6167B must match the existing A3431D. And it needs to happen right away, while the law still has a chance to pass. Delays at this late date will effectively kill this humane legislation.
