Apparently Essex council has set up it own Bank, called The Bank of Essex to lend money to small businesses etc. It’s a response to the credit crunch so perhaps some good has come out of it.

It’s a way, is it not, off by passing the greedy, evil international banks.

sounds good on the face of it as a way of strenghening local economy, but you're still trying to build wealth based on conjecture of future growth, which got us where we are in the first place, that's what loans are all about generally, Is it profit making? do profits go to local or central government? are they secured by major banks which [we] governnment have invested in?
may be better to go with established ethical banks or bettter still to ride the storm and build a strictly cash posiitive, healthier economy both locally and internationally by reducing waste and expectations on standards of living.
