The Sacramento Area Council of Governments (SACOG) seeks a contract services agreement for analyzing and guiding the development of the Connect Card Website--both the front end (customer experience) and the back end (agency management).

CONTRACT SERVICES FOR CONNECT CARD WEBSITE REVIEW & ANALYSIS WORK

Approximate term of contract: 6 months (Significant amount of upfront, immediate work required)

Approximate number of hours required: 200

Start date: Immediately (June 2, 2014)

Bids required before: 4:00PM on May 30, 2014

Bids must include
Resume for staff offered for work; work experience including the nature and outcome of projects previously conducted by staff; references including client contact names, address, phone numbers, descriptions of the type of work performed, and approximate dates on which the work was completed; hourly billing rate for each staff person offered. A highly competitive proposal offers to fulfill the tasks within or in advance of the proposed schedule.

Task 4: Working with Connect Card team’s list of issues/ changes, the contractor will recommend any additional changes, and help prioritize changes to the current customer experience of the Connect Card website. (Not all elements of the website may need to be changed, but the elements that should be changed need to be identified and prioritized in a comprehensive list for working with the Connect Card vendor.)

Deliverables:
• Revised list of changes, including: (June 13, 2014)
o Changes to make
o Level of priority (e.g. critical v. optional)
o Comparison to best practices

Task 5: Analyze the current back-end management of the Connect Card website
The current website has the following technical characteristics: IIS, .NET hosted on internal servers, Oracle database, web services. Using this information, the following to be reviewed and analyzed:
• Existing CMS functionality
• Existing website management ability (i.e. static vs. dynamic elements of the website)

Deliverables:
• Memo describing existing back-end management of website, including current CMS functionality and management ability (June 20, 2014)


Task 6: Working with the Connect Card team, recommend changes to the current back-end management of the Connect Card website
• Recommended CMS functionality (e.g. add HTM tags)
• Recommended management for transit agency managing system

Deliverables:
• Memo describing recommended changes, including: (June 20, 2014)
o Reasoning for changes
o Level of priority (e.g. critical v. optional)
o Comparison to best practices

Task 7: Work with project manager and small working group to discuss issues and develop approach for moving forward

Deliverables:
• Open points list to help the SACOG/INIT team actively manage website modification process (Customer Experience: June 13, Back end system: June 20, 2014)

Task 8: Potentially participate in focus groups with different types of transit riders, managers to gain feedback on usability of website

Deliverables:
• Memo describing recommendations from different focus groups (TBD)


Experience required
• Experience with website design, development, and performance tuning using IIS, Visual Studio, web services, Oracle database integration (10+ years preferred)
• Experience with e-commerce/financial transaction websites (5+ years preferred)
• Experience with website usability analysis, effectiveness, stability, and performance (5 years preferred)
• History of successful project completions similar to this one with reference customers

Other skills sought
• Ability to work independently
• Good communications skills
• Ability to quickly review available Connect Card website
• Good website development and design diagnostic skills

• Who is the intended audience for this proposal and the deliverables provided by the vendor?
• What types of individuals will be reviewing the proposal and deliverables?
• What are the customers’/end users’ information needs?
• Are the needs of the customers’/end users’ being met in the current site?
• This is best answered by surveying the Pilot group to get their feedback.
• How can the needs be met? What needs to be done to the website to ensure the needs are met?
• What are the access pathways and restrictions? (Where can customers navigate to and where not?)
• What is the hierarchy of the information being captured/processed/stored?
• What types of information should have a URL/be linked?
• What types of navigation controls are required?
• Will the visual appeal of an interface affect user preference?
• How can we deliver the best user experience while maintaining speed, performance , stability?
