Matting photo for contest

Help! Beginning amateur photographer here, facing a new challenge.

I am considering entering my first photo competition. The rules require matted prints. One doesn't just stick the print to the mat, right? Am I correct to assume that this probably entails some kind of backing as well as the mat? If so, what kind of material would you suggest for the backing?

Also, I'd appreciate some guidance on how to attach the print to the mat/backing. I've looked at a number of sites with instructions on how to attach a photo to the mat and/or backing. Not only is the advice on the sites different, but I've also read dissenting opinions in the comments to the instructions.

I'm guessing that there are a number of ways to attach the photo which will work, but it isn't clear to me which will give me the best esthetic result and not be too difficult or expensive for someone like me who has never done this before.

I am so clueless and would appreciate any guidance you can provide.
