I'm not a Ruby guy, so forgive my ignorance but... did you try any of the other Ruby libraries for Google Charts/Visualization?
e.g.:
- http://googlevisualr.herokuapp.com/ ← Appears to have working tooltips (e.g. hover over the pie slices here)
- http://matt.aimonetti.net/googlecharts/
- https://github.com/Bantik/seer/ & https://github.com/Bantik/seer_sample/
